Kerala implement HAWK to combat wildlife crimes

The Forest Department of Kerala has launched the HAWK (Hostile Activity Watch Kernel) on 6th June, 2026. It is the first computerised system in India to bring the judiciary under the control of wildlife crime. The platform combines forest are monitoring records with the district court management system via an Application Programming Interface (API), with case information stored in a central database.

HAWK and the Prosecution of Wildlife Crime

HAWK is a digital case management system for wildlife crimes in Kerala.  It follows the whole life cycle of a case file from original complaint to court verdict and witness statements. This approach eliminates the paper effort from legal processes in cases of wildlife crime.

Institutional Framework and User Access

It was developed in conjunction with Wildlife Trust of India and backed by NTT Data. Dedicated dashboards are available for forest officials from Divisional Forest Officer to the Chief Conservator of Forests, who can use them to track ongoing cases, the progress of investigations and the trend of crimes across the state.

Ecological Intelligence Function

HAWK is also a toolset for ecological intelligence. It also gathers information on wildlife fatalities, illegal weapons seizures, cars used in crimes and repeat offenders to help law enforcement operations. The system was designed in 2015 during Operation Shikar (an elephant poaching case in Malayattoor) and built in 2017 and launched in 2019.

  • The District Court Management System is a digital platform for the management of court matters in India. The Preliminary Offense Report is an official document maintained by the Forest Department for use in cases of wildlife-related violations.
  • Over 1,750 forest officers have been trained in the usage of the HAWK system.

Related technology activities

The Kerala Forest Department inaugurated a 24-hour forest helpline and an internet portal to monitor solar fences on June 5, 2026. The systems are part of the digital forest management monitoring systems of the department.
