The Philippines was recently elected as a member of the board of the “Loss and Damage” Fund. This is a big step towards helping people affected by climate change. This option was chosen during discussions at the United Nations, which were primarily about paying countries badly affected by global warming. Earlier that month, the World Bank then agreed to temporarily oversee the fund for four years.
Thoughts about hosting
Some countries had problems hiring the World Bank as a temporary host. People were worried that the influence of the United States, which had too much power over the financial countries, especially the World Bank, might be too great. This concern reflects how complex international financial systems and diplomacy are around the world.
Roles and responsibilities of the Philippines
Since they were chosen from a pool of seven candidates, the Philippines has a greater role to play in climate policymaking. As stated by President Ferdinand Marcos Jr., this work supports the country’s dedication to ensure that everyone can participate in the global climate talks. As an island often affected by typhoons and other natural disasters, the Philippines is a much-needed focus on climate problems in the Asia-Pacific region.
Legislative and operational initiatives
The necessary legislation needs to be enacted before the Philippines can actually assume this hosting role. No specific date has been given for when the Philippines will start work. Local government transitions and diplomatic interactions between countries are crucial in this development phase.
Leadership is expected from the Philippines
With the new status, the Philippines is expected to show more political leadership by pushing developed countries to recognize and act on the impacts of their past climate damage. The Philippines needs to push for reparations and stronger commitments from rich countries, said APMDD’s Lidi Nakpil. Overall, the hosting of the “Loss and Damage” Fund Board by the Philippines is a major step towards better global cooperation and support for countries dealing with the worst effects of climate change. The next task is to implement this framework and ensure that it helps those who need it most.
About Loss and Damage Fund
In 2022, the UN Climate Change Conference COP27 created a “loss and damage” fund to help vulnerable countries affected by natural disasters. Focusing on the economic and non-economic impacts on emerging countries, it speaks of “loss and damage” as opposed to “mitigation and adaptation”. Despite support from around the world, the fund’s operations and financing sources are still unclear as of early 2023. The plan is a major step forward in the climate negotiations because it recognizes that developed countries are responsible for past pollution that has done more harm to poor countries than it has done to rich countries. International discussions regarding contributions and governance are still ongoing.
